Bulgaria's educational system is facing several critical challenges: 1) Student skills crisis: over 50% of 15-year-old Bulgarians are functionally illiterate (PISA,2023). 2) Digital skills gap: 52% of 16-19-year-olds have only basic digital skills. 3) Low literacy rankings: Bulgaria ranks last in the EU for media, financial literacy, voter turnout, and civic engagement. 4) Aging teaching workforce & poor digital literacy: 50% of Bulgaria's 55,850 teachers are 50+; 16% are 45-49 (NSI, 2023).
